New Delhi: India and Germany are set to expand cooperation with a third developing country partner, which will include the African states of Ethiopia and Madagascar, as part of the trilateral cooperation initiative at Germany’s technical assistance agency, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). So far, New Delhi and Berlin have jointly worked on project development in Peru, Ghana, Cameroon and Malawi.

Current initiatives include promoting farming opportunities for women in Malawi and using agro-technological solutions for potato production in Cameroon.

“The objective will be to build on individual strengths and experiences in development cooperation to offer sustainable, viable and inclusive projects to third countries to address development challenges and achieve the Sustainable Development Goals (SDGs) and SDG-related climate targets , including multilateral institutions. India and Germany are members of the International Solar Alliance (ISA),” the two sides said in a joint declaration of intent issued in May 2022.

Additionally, both countries are now expanding their focus beyond Latin America and Africa to explore opportunities in Asia.

India has also initiated several trilateral cooperation partnerships with countries such as the United States and France, as it seeks to leverage the technological capabilities and financial resources of trusted partners in strategically important sectors. For example, Mint had earlier reported that India is considering cooperation with the US, Australia and France in the Pacific Islands.

New Delhi is considering a similar proposal with the United Kingdom under the Global Innovation Partnership to harness innovation in India to deliver development in strategic third countries.

peppermint It is reported that the list of countries targeted under this program will be finalized early next year and as part of this, possible cooperation on renewable energy projects in Sri Lanka is being discussed.

While trilateral cooperation initiatives have been taken forward with substantial support from India and its chosen partners, it is also understood that they come with coordination challenges. While India is keen to work with many developed country partners to strengthen its strategic position in its neighbourhood, it prefers bilateral development projects that can be implemented quickly with few bureaucratic delays.
